Can a ShelterCoat garage stay up through a Canadian winter?

Yes. The round ShelterCoat models are rated for winds up to 90 mph and a snow load of 40 psf, on a 1-5/8 in. powder-coated steel frame; the 16 x 40 x 16 ft peak models are built on a heavier 2-3/8 in. frame, and each product page lists the specifications for that model. The cover is ripstop polyethylene, UV treated inside and out, with heat-welded seams rather than stitched ones. Whichever model you choose, clear heavy snow off the cover after big storms and keep the frame anchored and the cover tensioned.
